Julius Grubliauskas

Mr. Julijus Grubliauskas is the Energy Security Team Lead in the Hybrid Strategy and Policy Section at the NATO Headquarters in Brussels. His responsibilities include supporting NATO leadership on energy related issues and developing NATO’s energy security agenda. In the beginning of 2023, he was temporarily delegated to the Private Office of NATO Secretary General to help establish the Critical Undersea Infrastructure Coordination Cell at the NATO HQ. Previously he worked in NATO‘s Political Affairs and Security Policy Division, where he focused on defence economics. Prior to joining NATO’s International Staff in 2009, Mr. Julijus Grubliauskas worked as an energy security analyst in the Lithuanian Government, and conducted research and lectured at Vilnius University. A Lithuanian citizen, Mr. Julijus Grubliauskas has B.A. and M.A. degrees in International Relations and Political Science from Vilnius University, and completed the NATO Executive Development Programme. Mr. Grubliauskas regularly lectures on energy security at the NATO Defense College in Rome, NATO School in Oberammergau (Germany), the Baltic Defence College in Tartu (Estonia), and the NATO Energy Security Centre of Excellence in Vilnius. He has published a number of articles on NATO’s energy security agenda, energy as a tool of hybrid warfare, and Russia’s energy policy.
